What is a BAPA?
BAPA stands for Basic Asset Protection Agreement. Network Rail also uses Asset Protection Agreements, or APAs. The applicable arrangement and scope need to be established with Network Rail for the particular scheme.
How Mirello can help
We help the developer connect agreement-related requirements with the work of the designers, contractors and engineering specialists. This includes identifying information owners, tracking actions and coordinating technical inputs.
- Organise scheme details and existing correspondence.
- Support discussions about the proposed works and railway interface.
- Track technical deliverables and dependencies.
- Coordinate the project team’s responses to requirements.
An agreement and technical acceptance serve different purposes
Do not assume that signing an agreement completes the engineering review for every activity. Your team should establish the submissions and decisions needed for the particular works, including changes to plant or construction methods.
Plan around the actual scheme
Timescales, review inputs and costs depend on the scheme and the arrangements agreed with Network Rail. An initial discussion should identify what is known, what remains open and which actions could affect the programme.
Mirello provides project and engineering coordination. Contract interpretation and legal advice should be provided by your appointed legal adviser.

Connect the agreement to the works
Bring existing agreement documents, correspondence, the scheme description and programme. We track the technical inputs and project actions associated with the agreed arrangements.
Responsibilities remain explicit
The developer remains responsible for its agreement obligations. Your legal adviser handles legal interpretation; specialist designers and contractors retain their appointed duties.
